The war dead talks were expected to be led by military officials, not the diplomats who are handling nuclear negotiations.

Pompeo traveled to the North last week to try to iron out the details amid criticism that the USA administration had already given up too much, too soon and was being played.

More than 36,000 US troops died in the three-year war, which ended in an armistice instead of a peace treaty, leaving the peninsula divided by one of the world's most heavily fortified borders.

There are about 7,700 United States soldiers classified as missing in action from the war.

Trump tweeted the signed letter, saying it was a "very nice note" and that "great progress was being made".

He praised officials of the county, which is close to Mount Paektu, the spiritual home of the Korean people and claimed by Pyongyang's propaganda to be the actual birthplace of his father and predecessor Kim Jong Il.

The Trump administration has insisted that progress is being made.

In December, the UN Security Council limited such exports to North Korea at 500,000 barrels a year.

USA officials and experts have said the shift in attitude was to be expected as the North Koreans are known for brinkmanship and trying to up the ante ahead of tough negotiations over their nuclear missile program. Kim is reportedly eyeing Switzerland as a potential venue for a second meeting, with North Korean diplomats sent to Bern, Davos, and Geneva last week to scope out hotels and conference centers, Kyodo reported. The president rattled USA allies by demanding that the other NATO nations pay more toward their own defense, although he stopped short of threatening to pull the United States out of the trans-Atlantic alliance.

While reports stated the return would not involve payment, other than reimbursement for the costs incurred in recovering and repatriating the remains, reference to payments may have displeased Pyongyang.

But North Korea's delegation failed show up. Pyongyang has asked the UN Command Armistice Commission to upgrade the talks to a higher level to include a US general, South Korea's foreign ministry said.

If the agency does return to North Korea, he said cooperation will be key.

President Trump told reporters while leaving the White House this morning to fly to Brussels for the NATO summit that he does have a special gift for North Korean dictator Kim Jong-un, but it hasn't been gifted yet. He also told supporters in Nevada that North Korea had already handed over 200 sets of remains. It does not, however, give any mention to the end of North Korea's nuclear program, nor the end of the country's regular human rights abuses.
