The US investigation into European Union vehicle exports "lacks legitimacy, factual basis and violates global trade rules", the Commission said in a statement.

President Trump launched an investigation by the Department of Commerce into whether auto imports pose a national security threat and has threatened to impose 20% tariffs on cars imported from the EU.

The powerful US Chamber of Commerce, the nation's largest lobby group with more than 3m members, has launched a campaign to oppose Trump's tariffs, while the European Union threatened to slap retaliatory tariffs on hundreds of billions of dollars worth of US goods. He has slapped tariffs on imported steel and aluminum - action that has drawn retaliatory tariffs from US allies like Canada, Mexico and the European Union.

"We'll spare no effort, be it at the technical or political level, to prevent this from happening", said a spokesman for the European Commission, the EU agency that handles trade. Generally, they say tariffs help create a level-playing field for USA manufacturers.

President Donald Trump cited national security concerns for the previous tariffs. Harley-Davidson is moving some production from its USA plants to overseas facilities because the current tariff tit-for-tat with the European Union raised the price of its US -built motorcycles $2,200.

Pennsylvania: In total, $1.7 billion of state exports are threatened by retaliatory tariffs. This would be an attempt to address Trump's belief that the USA is unfairly punished in the global auto trade.

Motorcycle maker Harley-Davidson said earlier this week that new tariffs imposed by Europe on certain manufactured goods will cause a "tremendous cost increase" that the company will have to shoulder.

EU Trade Commissioner Cecilia Malmstrom said that while the EU does have higher tariffs on cars than the USA - around 10 percent versus 2 percent - the tariffs only apply to a fraction of the vehicle market, around 15 percent. The US has higher tariffs on trucks and other products, she said. The $380 million plant opened in January, days before President Donald Trump levied tariffs on imported washers and some parts.

The EU has warned Washington that a threat to slap Europe with major auto tariffs could inflict serious damage to the U.S. economy and would prompt strong retaliation.

The study further suggests that the cost to U.S.jobs from the import duties would be at least 195,000 jobs.

Those measures would apply "across sectors of the USA economy", the letter reportedly said. Some items will be subject to taxes of 10 or 25 percent.

GM also warned that the additional auto tariffs - on top of the steel and aluminum tariffs already in place - would at some point trickle down and be felt by customers, affecting demand for new vehicles.

The American Chemistry Council, for example, told the Trump administration in a government filing June 29 it would invite "swift and brutal" retaliation against growing USA plastics and chemical exports.
