Last month, Mia Irizarry was celebrating her birthday at Forest Preserves of Cook County in IL.

On June 14, a man harassed a woman wearing a Puerto Rican flag shirt in Caldwell Woods, a park in Chicago.

"Hopefully, this officer will actually do something", Irizarry is heard saying when the second officer arrives. He also said, "You're not going to change us. You should be wearing United States of America flag", he said.

"Period", the man insisted, ignoring Irizarry's comments that she was only there for a birthday party and was not trying to "change anything". "You know that", the man says in the video. "He continued to follow me and I even asked you to step in because I felt uncomfortable".

The officer can then be seen talking to the man who gesticulates back and tells him to "shut the f*** up".

"As you can see, the police are not even - he's not even grabbing him", Irizarry said. Like, this guy's just walking up to me. It says all visitors should feel safe.

The female officer then speaks with Irizarry who gives her version of the incident and the officer explains that they were called to the area after a report that a man was choking a woman. "The intoxicated individual involved in the incident was arrested and charged with assault and disorderly conduct", the Forest Preserves tweeted.

The officer in the video, whose name has not been released, has been assigned to desk duty pending the outcome of an ongoing investigation.

The park location was not identified in the Facebook post, but a Twitter army tracked the location as one of the areas supervised by the Forest Preserves Department of Cook County, which includes Chicago.

The video, viewed about two million times, is also notable for the Forest Preserve police officer who stood by and watched the tirade but did nothing.

"'Is she an American citizen?" he then asks the officer.

'People have just as much right to be here as you do, ' she can be heard telling him in the clip.

Rossello Tweeted: "I am sure @tonipreckwinkle will take matter into her hands as justice and diversity have been central to her exemplary career".

"This is not the America we all believe in", he said.

Dennis White, chief attorney for the forest preserves, said it was possible charges against Trybus "could be updated" as a hate crime, and their office was in contact with the Cook County state's attorney's office.

The Trump administration has received criticism for its treatment of Puerto Rico, particularly for its response after Hurricane Maria struck last September.

Puerto Rico is a USA commonwealth with its own constitution, rather than a state. "I was denied entry into the Capitol complex by U.S. Capitol Police despite being a Congressman with identification, because my daughter was carrying a Puerto Rican flag and the officer doubted that I could possibly be a Member of Congress".

Puerto Rico Governor Ricardo Rossello responded on Twitter, "Today a video surfaced of an undignified event in which a Puerto Rican woman was brutally harassed by a bigot while an officer did not interfere".
