NCAA basketball changes: Undrafted players can return to school | SI.com

The NCAA announced major rule changes for college basketball Wednesday.

ESPN's Jonathan Givony was trying to get to the bottom of the rule changes, and he initially noted some confusion about what was going on.

The NCAA launched a commission and set of subcommittees to address the fallout from the FBI investigation into the college basketball industry, resulting in several policy shifts, including the assigning of responsibility to USA Basketball for something the organization had already told the NCAA it wanted no part: bearing responsibility for selecting elite senior high school prospects who will be allowed to sign with registered agents. College players would have to request an evaluation from the NBA Undergraduate Advisory Committee on their draft prospects.

The NCAA will also allow agents to pay for a student athlete's expenses related to the agent selection process or are associated with meetings with the agent or a pro team. Under the rule, agents representing these athletes must be certified by the NCAA.

If passed, the legation would make New York City the first major American city to set a limit on ride-hailing vehicles. Al Sharpton, who have long criticized the yellow cab industry for discrimination and profiling of minorities.

In the past, if a college basketball player declared for the draft, they had until 10 days after the draft combine to return to school. Coaches will only be allowed to attend one youth basketball event in early July. "Also, schools are required to cooperate fully during NCAA investigations and take appropriate corrective action". The NCAA also suggested that there will be an agreement coming out of talks with apparel companies for "accountability and transparency regarding their involvement in youth basketball".

University presidents and chancellors will also now be personally resposible for their athletics programs abiding by the NCAA's rules.

Moreover, with the level that head Texas basketball coach Shaka Smart has recruited at in recent years, the Horns could see these rule changes impact more immensely talented commits to the program.

"The September 2017 announcement of a federal investigation into fraud in college basketball recruiting made it clear the NCAA needed to make significant changes - and do so quickly", the NCAA wrote on it's website.
