Super Typhoon Mangkhut churns west towards the Philippines.

Disaster authorities have yet to complete damage assessments from Mangkhut, the 15th and most powerful storm to hit the Philippines this year, which had maximum gusts of 305 kph (190 mph), and was expected to clear land after 10:00 a.m. on its way towards southern China and Vietnam.

Ferocious Mangkhut has caused death and destruction in the Philippines, where it entered in the early hours and ripped through Luzon with torrential rains punishing winds of more than 125 mph.

"We're anxious for the 10 million people in the Philippines living in the path of this destructive storm, including those who have been displaced several times due to the monsoon rains last July and August", Richard Gordon, chairman of the Philippines Red Cross, said in a statement.

Authorities said the military and other emergency responders were on standby.

Power and communications were down in parts of northern Luzon, where some residents in high-risk areas chose to ride out the storm to protect homes from looters.

The biggest storm of the year has been downgraded from a "super" to a "severe" typhoon, but it is still considered very unsafe and the city issued its highest storm warning of Level 10 as winds of up to 117 miles per hour began closing in on the southern coast of China.

Storm warnings remained hoisted in 10 northern provinces, including Cagayan, which could still be lashed by devastating winds, forecasters said.

Some residents have been evacuated from low-lying areas with storm surges of up to 3.5 m expected.

Mangkhut is already the storm of 2018, and is now packing sustained winds of 165 km, with gusts up to 205 km per hour.

The costs could rise if Mangkhut's track shifts to make a direct hit on Hong Kong, though Mr Watson said the storm does not appear to be closing in there.
