"From about, maybe NY and northward, that's all above a 40 percent confidence, so that's between a 40 and 50 percent chance that temperatures will be above average", says Mike Halpert, deputy director of the Climate Prediction Center at the National Oceanic and Atmospheric Administration (NOAA) in Maryland.

NOAA's Climate Prediction Center has released its Winter Outlook, which found that in December and February much of the United States will see above-average temperatures and that there's a 70 to 75 percent chance of El Nino developing. "We expect El Nino to be in place in late fall to early winter", said Mike Halpert, deputy director of NOAA's Climate Prediction Center. This change in sea surface temperature has a wide range of effects on seasonal weather patterns across the globe, but in the USA, an El Niño typically means warmer winter temperatures, and higher levels of precipitation in certain regions of the country.

Northern Florida and southern Georgia could see the wettest conditions this winter, according to NOAA, followed by central and Eastern North Carolina, much of South Carolina, Texas and New Mexico, northern Georgia and far southern parts of Alabama, Mississippi, Louisiana and Texas.

During that time, an Arctic cold front will move across the US and produce bitter winds and a drop in the temperature over much of the U.S.

Elsewhere in the country, the Pacific Northwest has a much greater likelihood of warmer temperatures this winter.

But North and SC, along with much of the southeast and Mid-Atlantic, the Tennessee Valley and Ohio Valley, "all have equal chances for below-, near- or above-average temperatures", NOAA said. Weather experts predict a warmer than normal winter in Kansas.

Drought conditions are likely to persist across portions of the Southwest, Southern California, the central Great Basin, central Rockies, Northern Plains and portions of the interior Pacific Northwest.

The Farmer's Almanac said that for its winter outlook, the temperatures are going to be cold with "plenty of snow".

"Snow forecasts are generally not predictable more than a week in advance", the agency said. NOAA'S next update will be available on November 15th.
