May was also meeting European Council President Donald Tusk, who a day earlier implored May to present new ideas at the summit for resolving the sticky problem of how to keep the border between the Republic of Ireland and the UK's Northern Ireland friction-free once Britain no longer is an EU member.

In her post-summit press conference Theresa May said the idea of having the option to extend the transition period could be "a further solution" to the search for a "backstop" to ensure no hard border.

At present the two sides say Britain will remain inside the European Union single market, and subject to the bloc's regulations, from the day it leaves on March 29 until December 2020, to give time for new trade relations to be set up.

The EU says the solution is to keep Northern Ireland inside a customs union with the bloc, but Britain rejects that because it would mean customs checks between Northern Ireland and the rest of the United Kingdom.

The St Austell and Newquay MP said: "The tourism and hospitality sector is very concerned that they will be able to continue to access the seasonal workforce they need once we leave the EU".

The backstop is a proposed mechanism to keep the United Kingdom in the EU's Customs Union after Brexit - essentially precluding the country from taking back control of its global trade policy - in order to prevent a hard economic border between the British province of Northern Ireland and EU member the Republic of Ireland.

"I think "soft Brexit" seems to be unfortunately out of the question", Stubb said of the possibility that the U.K.might maintain close economic ties to the EU.

The EU's chief negotiator Michael Barnier outlined the idea to member states in Luxembourg last night ahead of a key European Council summit later.

"If there is a gap between the end of the implementation period and the point at which the future relationship comes in - we don't expect a gap to exist, but if there is, we want to ensure there is no hard border between Northern Ireland and Ireland", the Prime Minister told media yesterday.

Many of them suspect the British leader is pursuing a strategy of delay created to push negotiations to the brink, at which point Europe would yield and the hardcore Brexiteers in the British Parliament would be hard-pressed not to accept May's version of withdrawal, even if they despise it as a capitulation.

She told reporters in Brussels that negotiations were "always going to get tougher as we got to the closing stages".

He said: "We are not there yet". They do not know themselves what they want.

"I'm convinced that if we as a government stand together and stand firm, we can achieve this", she said, according to her spokesman.

It comes after a summit of European Union leaders in Brussels failed to make decisive progress in reaching an agreement.

Brexiteers such as Boris Johnson and Jacob Rees-Mogg have been critical of the PM's handling of Brexit, and there is cabal of 40 Tory MPs who have pledged to vote down her proposals.

Juri Ratas, the Estonian Prime Minister, struck a more sympathetic tone.

The mooted special November summit to sign a withdrawal agreement may not be in the diary, but neither is the threatened "no-deal" November summit.

Britain leaves the European Union on March 29, but a deal must be sealed soon so parliaments have time to give their verdict.

Another big date arrives on January 21, when May faces a final deadline to send a Brexit deal to Parliament.
