On Philadelphia’s chilliest day in seven months feds release winter outlook

Temperatures are not expected to dip below average anywhere in the country from December to February, the National Oceanic and Atmospheric Administration (NOAA) announced Thursday in its "Winter Outlook".

For the rest of the country this winter, no place in the United States is expected to be colder than normal, said Mike Halpert, deputy director of the governments Climate Prediction Center.

In the winter, the NOAA said, typical El Nino conditions include wetter-than-average precipitation in the southern USA and drier conditions in parts of the northern U.S.

Winter looks wet and especially mild for much of the country, thanks to a weak El Nino brewing, USA meteorologists said.

This video below explains El Nino further and provides greater details about NOAA's winter outlook. The greatest chance for warmer than normal winter weather is in Alaska, the Pacific Northwest, Montana, northern Wyoming and western North Dakota.

No region in the country is expected to see below average temps this winter season.

It also said that wetter-than-average conditions are likely across the southern part of the US, and up into the Mid-Atlantic. They also said the El Nino will have a 70 percent to 75 percent chance of happening.

The Southeast, on the other hand, has equal chances of experiencing above-average, normal, or below-average temperatures.

If NOAA's outlook holds true and much of the nation is milder than normal, it will mark the fourth straight warmer-than-normal winter for the Lower 48.

Wetter-than-average conditions are favored across the southern tier of the USA, and up into the Mid-Atlantic.

Overall, no part of the U.S.is forecast to have below-average temperatures.

Drought conditions may worsen in much of Southern and Central California, although the north coast of California may see some relief, according to NOAA.

Above-average rainfall is most likely northern Florida and southern Georgia this winter.

"Even on a warming planet", he said, "it doesn't mean winter goes away and it's never cold again".

- Drier-than-average conditions are most likely in parts of the northern Rockies and Northern Plains, as well as in the Great Lakes and northern Ohio Valley.

"Snow forecasts are generally not predictable more than a week in advance". But in case you need some talking down, a new forecast from NOAA says that at the very least, it won't be a nightmare this year.
