Acting Attorney General Matthew Whitaker is expected to oversee the special counsel's investigation into potential coordination between the president's Republican campaign and Russian Federation now that Attorney General Jeff Sessions has resigned.

In an op-ed in August past year he publicly urged Deputy Attorney General Rod Rosenstein - who oversees the probe - to "limit the scope of his investigation to the four corners of the order appointing him special counsel".

The sacking followed months of Mr Trump criticising Mr Sessions, mainly for his decision to step aside from the Russian Federation inquiry in March 2017.

Whitaker, a former US attorney for the Southern District of Iowa, had served as Sessions's chief of staff since September 2017.

"There is no case for obstruction of justice because the president has all the power of the executive and delegates that to people like the Federal Bureau of Investigation director and the attorney general", Whitaker argued.

Trump repeatedly lamented that he would have never selected Sessions if he had known the attorney general would recuse himself. "I could fire everybody right now, but I don't want to stop it because politically I don't like stopping it", Trump said at a stormy White House press conference that was even more tempestuous than the standard he has set. One associate, Jerome Corsi, said in a video recording Monday that he's "been involved in a really constant basis" for two months with Mueller's investigation.

Laurence Tribe, a constitutional law professor at Harvard University, said Trump's replacement of Sessions with Whitaker was arguably an impeachable offense in itself.

"Acting AG Whitaker's hostility to the Special Counsel's investigation disqualifies him from overseeing Robert Mueller", Healey tweeted.

But Mitt Romney, the party's 2012 presidential nominee who was elected on Tuesday to the U.S. Senate from Utah, warned that Mueller's probe should not be affected by Sessions' departure.

Some Republicans appear to have shared the Democrats' concern over the future of the inquiry, which is being led by Special Counsel Robert Mueller.

"It is time for Rosenstein.to order Mueller to limit the scope of his investigation to the four corners of the order appointing him special counsel", Whitaker wrote. Conway says that Rosenstein was at the White House Thursday and Friday.

She went on to argue that, "given his record of threats to undermine and weaken the Russian Federation investigation", Mr Whitaker should follow in Mr Sessions' footsteps and recuse himself.

When Democrats assume control of House committees next year, they will direct everything from the subject matter of investigations to the timing and substance of committee hearings.

Earlier on Wednesday, Mr Trump denied he would shut down Mr Mueller's team, but still labelled the investigation an illegal "witch hunt" that had spent "millions" of dollars.

According to United States media reports on Thursday, Mueller's team have started writing the final report of the investigation.

The special counsel's office upheld a long-standing Justice Department guideline that calls for discretion in taking legal or law enforcement measures within 60 days of an election in an effort to avoid the impression of attempting to sway voters.
