Britain Outlines Plans For 2025 Coal-Power Phase Out

Around 6 gigawatts (GW) of coal-fired power capacity is now in use, capable of powering around 6 million homes, but BEIS said that by the 2025 date it expects this to fall to just 1.5 GW and that other forms of generation will make up the shortfall. On Friday, it published its response to the consultation process that followed its announcement.

Britain will set an emission limit on coal-fired power generators from October 1, 2025, forcing them to close unless they are fitted with carbon capture technology, the government said on Friday. But the primary reason by the "death spiral" experienced by the coal power sector is the government's carbon price floor, which sets a cost of £18 per tonne of CO2 on emissions from the power sector - a policy that renders coal largely uneconomic against its competitors.

Dr Jonathan Marshall, energy analyst at the Energy and Climate Intelligence Unit, welcomed the news, describing it as a "riposte" to countries which have sought to revive ailing coal industries in the face of an global slump.

Nevertheless, he expressed concerns over the fact that the government has made a decision to allow coal operators to continue receiving capacity market subsidies to be ready for back up supply of energy in case of emergency.

"Analysis shows that the United Kingdom can move beyond coal well before 2025 without risking of supply interruptions, so it's slightly mystifying that ministers haven't tried to pull the plug out a little quicker".

One of the UK's eight remaining coal power stations is also expected to cease generating electricity this year. "Not only are other countries imposing more ambitious sunset dates, we are concerned that the door is left wide open for investments in new, long-term gas capacity, locking us into another generation of fossil fuel power", he said.
