Trump allegedly said he'd rather have more immigrants from Norway, a predominately white country, and fewer from "shithole countries" in Africa and said the USA didn't need anymore people from Haiti.

Why does the U.S. Congress keep playing a song that no one really likes?

Republicans say that deal has been rejected and are daring Democrats to oppose the spending bill exclusively over DACA.

Tl;dr: While a clean DACA bill could likely pass both houses of Congress, it would anger the GOP's immigration hardliners, which is something Trump hasn't been willing to do.
