A follower of Islamic State who was fascinated by the group's ideology plotted to launch a terrorist attack on a wide range of targets including the Queen's Guard, parliament and media organisations, a court has heard.
Three men he met through a London mosque and who are accused of helping him also deny the charges.
Opening the case, Mark Heywood QC said Haque had made a decision to "carry out one or more violent attacks" in the United Kingdom and had "identified methods and targets", the BBC reported.
"Those targets were numerous but included for example what he called the Queen's guard - no doubt troops on duty - the courts, Transport for London, Shia Muslims, Westfield shopping centres, banks in the City of London, Heathrow, west London generally speaking, Parliament, Big Ben, the English Defence League or Britain First, foreign embassies, and media stations".
Haque, a schoolteacher, emerged as the mastermind of the group as the court was told that he was "fascinated" by the Islamic State (ISIS) terrorist group.
The court heard that Haque allegedly enlisted the help of others at his local mosque.
Haque was helped with his planning by Abuthaher Mamun, 19, while Nadeem Patel, 26, agreed to provide Haque with a firearm, the Old Bailey was told.
He is accused of "grooming" children with role play and extremist videos.

Mr Heywood said told the court Mr Haque showed his pupils images of guns, burning of passports and beheadings with a knife or sword to "encourage them into his mindset".
Haque set out to involve people he knew, namely Mamun, Abid and Patel, the court heard.
Part of the evidence used against Haque is a bugged conversation he had with Mamun days after the Westminster Bridge attack in which he expressed his admiration for the attacker and expressed his desire to commit his own.
Mark Heywood QC, prosecuting, said: "He said Isis was good and if you join you would die as a martyr".
The defendants, all from east London, have denied the charges.
He and Mr Mamun are charged with preparing acts of terrorism between March and May 2017.
Abid is accused of having information about Haque's plans and Patel is charged with plotting with Haque to possess a firearm or imitation firearm.
