Israel's Channel 7 quoted the country's Strategic Affairs Minister Gilad Erdan as saying: "We have shifted from defense to offense".
"The activities of the organizations are carried out by way of a false propaganda campaign, aimed at undermining Israel's legitimacy in the world".
Erdan, who is the minister responsible for coordinating the Israeli government's response to the BDS campaign of boycott and delegitimization of Israel, acknowledged that "today we need a new approach to the fight against BDS".
"We answered the call for divestment from apartheid South Africa and we have done the same with the call for Boycott, Divestment, and Sanctions from Palestinians who have faced decades of human rights violations", said Kerri Kennedy, AFSC's associate general-secretary for worldwide programmes.
The prominent British campaign group War on Want has been listed as one of 20 foreign NGOs whose representatives are banned from visiting Israel over their support of the pro-Palestinian boycott, sanctions and divestment (BDS) movement. "No country would allow visitors who arrive to harm the country to enter it and certainly not when their goal is to wipe out Israel as a Jewish country".
The blacklist names groups from the U.S., Europe, Chile and South Africa.
Interior Minister Aryeh Deri is expected to receive the list soon and he is to decide whether to prohibit entry into Israel of the organizations and individuals listed. It said "central figures in key boycott organizations" risked being prevented entry. "These people are trying to exploit the law and our hospitality in order to act against Israel and to defame the country".

According to Hebrew media reports, the ministry plans to begin enforcing the blacklist in March.
"I believe that BDS leads to increasing hatred, and does not work against it, and it symbolizes all that stands in the way of dialogue, debate, and progress", Rivlin said.
The BDS movement is a global campaign to put more economic and political pressure on Israel to end violations of worldwide law. The amendment applies to organizations that take consistent and significant action against Israel through BDS, as well as the leadership and senior activists of those groups.
In June previous year, the PSC and its supporters, including War on Want, brought a legal case against the British Government concerning guidance which restricted local councils from pursuing BDS against Israel through their pension schemes.
"But I am also heartened by this indicator of the BDS movement's growing strength, and hope that it will bring the day closer when just as I go to visit my friends and family in Israel, so will Palestinian friends and colleagues be able to return home".
