The Delhi government's ambitious proposal for doorstep delivery of public services was approved by Lieutenant Governor Anil Baijal on Monday. The proposal does not have an income criterion, as proposed by the Aam Aadmi Party (AAP) government.

While the scheme was cleared by the Cabinet on November 16, it was only on Thursday (January 11) that the government had resent the proposal to Baijal, assuring him that it will simultaneously strengthen the online mechanism.

The L-G's office issued a statement on Monday announcing the decision, minutes after Chief Minister Arvind Kejriwal thanked Baijal on Twitter for approving the scheme.

He had, however, red-flagged it citing several issues and had advised the government to retain some "income ceiling" so that the resources of the government are used to help only the poor and the needy.

Health minister Satyendar Jain had said last week that there were needy people and those who might fall above the ceiling limit too were tax-payers. "Thank u so much sir", he tweeted.

The L-G's green signal assumes significance as the proposal was stuck for almost two months because of difference of opinion between Baijal and the Kejriwal government.

Returning the file in December, Baijal had advised the government to reconsider the proposal and focus on digital delivery of services, "as 35 out of 40 services listed in the scheme are already available online".

This was, however, opposed by the government. "We can not differentiate between the poor and rich while providing medicines to them for their wellness", he had said.

The Delhi Government, in a statement, later in the evening said, it wants to ensure that people "irrespective of their economic status get best health and education facilities".

Under the scheme, assistants will turn up at the doorstep of individuals willing to avail certain government services and upload requisite documents online, ending the need for them to visit government offices.

The specified surgeries include heart bypass, cataract surgery and 17 types of kidney operations.

To avail the benefits of the scheme, one will have to call on the government's helpline number and then a "mobile sahayak" (facilitator) will be assigned to that particular person.
