Tiger-Cats coach June Jones, the former Hawaii and SMU coach, said earlier this winter that he wants Manziel as his quarterback.
The CFL team issued a one-paragraph statement on Sunday afternoon to confirm an offer was made to the former Heisman Trophy victor.
The Hamilton Tiger-Cats of the Canadian Football League have offered an undisclosed contract to former NFL quarterback and Heisman Trophy victor Johnny Manziel, the team announced Sunday. By doing so, the Tiger-Cats maintain his rights and prevented him from becoming a free agent. "We will have no further comment".
A Heisman Trophy victor in 2012 and a first-round selection by Cleveland in 2014, Manziel was cut by the Browns in March 2016 after two seasons of inconsistent play and off-the-field distractions.

In an Instagram post Saturday - the same day a few thousand Browns fans paraded in lament of their team's winless 2017 season - Manziel captioned a photo of himself in a Browns uniform, "0-16szn", per Bleacher Report. After all, Manziel posted on Instagram 12 hours before the offer came in, noting that it's "ComebackSZN" (which is "comeback season" for you non-millenials).
In the comments of this picture, Manziel responded to a rocket emoji with Canadian flag.
