The Trump administration Thursday announced plans to roll back a ban on new offshore drilling off the coasts of Florida and California and is considering more than 40 sites for leasing of natural gas and oil production.

The administration's plan drew immediate opposition from governors of states along the nation's coasts.

President Obama had protected most of the Arctic Ocean and a chain of deep sea canyons in the Atlantic Ocean from dirty and risky offshore drilling.

"Allowing us to explore our offshore energy will boost our state economy and spur investment -- all while safely coexisting with our agriculture, tourism and fishing industries as well as USA military operations", Mica said in a statement.

The five-year proposal would increase drilling sites off the coasts of Alaska and in the Gulf of Mexico and it would reinstate leasing sites in Pacific and Atlantic waters. Some of those safety rules are headed for a rollback under a separate effort by the Trump administration.

The administration could begin selling leases to drill in the Atlantic and other closed-off areas as early as 2019 if the federal Bureau of Ocean Energy Management speeds through the planning process this year.

"This new offshore leasing plan is an important step towards harnessing our nation's energy potential for the benefit of American energy consumers", said the American Petroleum Institute's Erik Milito in a statement.

At the end of 2016, residents up and down the Atlantic coast were breathing sighs of relief after successfully arguing to keep offshore drilling away from their beaches, tourism-dependent economies and their very ways of life.

In a statement Thursday, the Interior Department proposed allowing drilling on 90% of the outer continental shelf, the underwater land off the United States coasts. A similar bill died in committee previous year.

The industry's focus on an area located near a sprawling network of existing platforms, pipes and ports could ease the path to new reserves, and assuage the drilling opponents near other places offered under the Interior Department's proposed drilling plan issued last week, like California's Pacific, the Atlantic and Arctic.

The new program would open 90 percent of the nation's offshore reserves to development and proposes the largest number of offshore lease sales in USA history, including right here in California. In a July letter to federal officials, the State Lands Commission said new offshore oil development "creates undeniable peril to California's ocean and marine environment and economy" and poses an unacceptably high risk of "catastrophic harm from an offshore oil spill".

The Gulf Economic Survival Team, an oil industry group, praised the plan as a job creator for Louisiana.

Environmental groups say oil exploration and development would only increase the risk of another unsafe spill.

Brune and leaders of more than 60 environmental groups have signed a statement denouncing the expansion of offshore drilling. But what is utterly different this time is that not only the West Coast and New England but nearly the entire Southern and Mid-Atlantic coast is likely to rise - in addition to Florida, the Governors of South Carolina, North Carolina, Virginia, Maryland, Delaware and New Jersey, (four of them Republicans) have already opposed drilling - a major shift from the divided reaction to Barack Obama's original Atlantic drilling proposals, withdrawn because of such local opposition. Oil interests are probably hoping that this new plan will discourage those who fought long and hard to protect their coast. "I oppose the Department of the Interior's draft plan", the senator tweeted. Governor Henry McMaster of SC, also a Republican, is against the proposal because of its potential for damaging the state's natural resources, while New Jersey Governor Chris Christie has written that his state "strongly opposes any waters off our coastline being considered for inclusion in this leasing program".
