European Union foreign policy chief Federica Mogherini made an urgent trip to Belgrade for talks with Serbia's president in a bid to prevent a full-blown crisis. After the incident Belgrade media close to Serbian president Aleksandar Vucic reported that Serbia is ready to send its army in Kosovo.

During this meeting, Mrs. Mogherini "expressed her regret about yesterday's events taken place in Kosovo". The U.S. and the European Union have been trying to help resolve the disputes stemming from the Balkan Wars in the 1990s.

But Russia's Foreign Ministry accused the European Union and the US of wanting "to crudely suppress" attempts by Kosovo Serbs to "safeguard their legitimate interests".

"It is nakedly clear that the Kosovars (Kosovo Albanians) follow the advice of their USA and European patrons, who trample worldwide law and act on the basis of arbitrariness", said the statement carried by Tass news agency.

The statement also said that Vucic sought Putin's counsel "because it's perfectly clear that [Kosovar] Albanians have wide support of numerous Western states for their unilateral declaration of independence" a decade ago. Russian Federation has been trying to expand its influence in the Balkans mainly through its traditional Slavic ally Serbia.

Marko Djuric, the head of the Serbian government office in Kosovo, was arrested and expelled from Kosovo on March 26 after entering the country without an official permit.

Officers also fired tear gas to disperse a crowd of ethnic Serbs protesting against the arrest.

The Kosovo Serb party in Kosovo's government called on Interior Minister Flamur Sefaj and police director Shpend Maxhuni to step down over Monday's events in Mitrovica. They must normalize ties in order to join.

But Kosovo President Hashim Thaci denounced the incident as a provocation by Serbia.

"We will consider them responsible for every disturbance of the peace and endangering the lives of our citizens", reads the decision.

Perhaps the EU's main aim in overseeing arduous and often tense talks between Pristina and Belgrade has been to unify Kosovo and gradually erase "parallel structures" run by Belgrade in the north and other mostly Serb areas. This could trigger a government crisis if the Serb ministers aren't quickly replaced by Kosovo Albanians.

"If Pristina is not willing to start working on forming the ASM in three weeks, Serbian municipalities and institutions will start forming the Association on their own", the decision adopted unanimously by 120 assembly members from Serb-dominated municipalities said.

"This is not a one-sided move".

Serbs have also parked trucks to block a key road linking northern Kosovo with the capital.

"The Association [of municipalities] is an obligation that Kosovo undertook in the Brussels [negotiations] process and will be implemented in the near future", the government told BIRN.

He accused unidentified Western countries of directly or indirectly supporting Kosovo's actions.
