US caps UN peacekeeping contribution at 25 percent
Nikki Haley, Washington's United Nations envoy, made the announcement at a Security Council meeting on peacekeeping. "All of us have a role to play, and all of us must step up". This year's peacekeeping budget asks the U.S.to pony up 28.5 percent of the peacekeeping budget. At Washington's urging, the current budget is $570 million below last year's.
"We're only getting started", Mrs Haley said when the cut was approved in June. It followed a $400 million trim the year before.
Haley says the US will work to ensure cuts in its portion are done fairly.
"One country should not bear more than a quarter of the budget of the worldwide peacekeeping force, and we look forward to a more equitable contribution to the budget from Member States".
Citing a 25 per cent cap in a US law, Haley said it will be the limit "moving forward".
The biggest is in Congo, where the Security Council agreed on Tuesday to keep the 16,000-troop force in place for another year.
"UN peacekeepers are often under-equipped, under-prepared and unready [and] there are gaps in command and control, in culture, in equipment and in training", Mr. Guterres told a Security Council debate on improving United Nations peacekeeping operations.
"China supports the peacekeeping funding proposal from the AU and hopes to see details of the AU-owned peacekeeping operations", said Chinese Ambassador Ma Zhaoxu. "We feel, as civilians, that we've been abandoned, left to our fate".

The push for United States funding cuts came as UN Secretary-General Antonio Guterres launched a bid to modernize peace missions following a sharp increase in attacks that killed 59 blue helmets a year ago.
Haley also pushed for shared financial responsibility, instead of most of the burden for peacekeeping falling on the shoulders of the US. Some UN peacekeeping troops - composed of soldiers from various countries - have been accused of sexually exploiting the people they were deployed to protect.
"We are damaging the instrument of peacekeeping, and indeed multilateralism itself, in creating unrealistic expectations".
"Lives and credibility are being lost", he said.
"Peacekeeping missions need to support political solutions", she said, calling for hard data on missions' performance.
Israel's UN ambassador, Danny Danon, said one peacekeeping force in his area of the world, the UN Interim Force in Lebanon, is failing. Peacekeeping missions need to support political solutions.
"One country should not shoulder more than one-quarter of the United Nations peacekeeping budget, and we look forward to a more equitable distribution of the budget among member states", she said.
