Even while the government of B.C. works to thwart the project, more than half of the Alberta campaign spend - $700,000 - will be focused on cities including Vancouver, Victoria and Kelowna.

Last month, Kinder Morgan stopped all non-essential spending on the project and said it wants assurances by the end of this month that the expansion can proceed.

"We will not stand on the sidelines in the battle for the hearts and minds of Canadians", she told reporters.

"We will continue to assess and re-assess the situation and (do) what is appropriate and necessary to get the project built, so I don't have a final number for you", said Cheryl Oates, the premier's director of communications, in an email.

She expects Bill 12 will be voted on next week, but hopefully they won't have to use it. Notley notes Alberta will be seeking full status in the ongoing BC reference case. She said she can't divulge details of the talks with Kinder Morgan.

Ottawa has also vowed the project will go ahead, with Prime Minister Justin Trudeau instructing Finance Minister Bill Morneau to sit down with Kinder Morgan and come up with financial solutions.

"We must deploy this tool with a cool hand, not an angry one", Notley said.

"If British Columbia attains the right to throttle our resources, every other province will be given the same right", Notley said. Mr. Robertson "doesn't understand there are other cities than just his city - there are other people in the province of B.C., quite frankly, who are struggling to find employment".

But her relationship with her B.C. counterpart is "fairly non-existent", she said. The Federal Court of Appeal previously rejected appeals from the city and from the provincial government in March. Facilities are eligible to recover up to 50 per cent of the cost of upgrades and retrofits.
