Baltimore's police commissioner was charged Thursday with three misdemeanor counts of failure to file taxes, the latest embarrassment to rock a beleaguered force reeling from scandal to scandal.

The U.S. Attorney's office alleged Thursday that De Sousa "willfully failed to file a federal return for tax years 2013, 2014, and 2015, despite having been a salaried employee of the Baltimore Police Department in each of those years".

Now, he stands charged with three counts of failure to file federal taxes, and faces up to three years in prison and up to $75,000 in fines.

De Sousa, 53, later admitted guilt in a statement on Twitter, saying his "only explanation" for not filing federal or state taxes in those years was that he "failed to sufficiently prioritize (his) personal affairs".

De Sousa, 53, was charged with three misdemeanor counts of failure to file a USA tax return.

Asked whether she knew of the charges against De Sousa before they were announced Thursday, Pugh said "absolutely not", and told reporters she learned of them "just as you did, just as everybody did".

"As there is a pending case against him, we urge the Commissioner to do the right thing by taking a leave of absence, until such time as this matter is completely adjudicated in Federal Court", a Baltimore FOP statement read. He couldn't immediately be reached Friday. "I think they need to fire everybody and start all over". "We went through all of his police credentials".

Last year, a record 343 people were killed in Baltimore, which has a population of almost 622,000.

DeSousa was touted as a change agent when Pugh picked him as commissioner. Former commissioner Kevin Davis was sacked amid the city's soaring homicide rate.

The City Council, which confirmed De Sousa's appointment in February by a 14-1 vote without debate, has largely supported the commissioner since the charges were announced, though some state lawmakers who represent the city in Annapolis have called for his resignation.

Tuggle returned to the Baltimore Police Department in March 2018.

Pugh made no further comment about the matter until her announcement Friday afternoon that she had suspended De Sousa. The forms need to be filed annually.
