The proposed Fair Trade with China Enforcement Act would also block government or contractors from buying telecommunications equipment and services from Chinese tech giants ZTE and Huawei. The Defense Department last month ordered military exchanges to end the sale of ZTE phones on USA bases.

ZTE, which also makes smartphones, had said the ban threatened its existence by cutting off access to United States suppliers of key technology and components like microchips.

The company said it is working to have the ban modified or reversed.
