California becomes first state requiring all new homes be built with solar

The solar industry accounts for the largest share of jobs in renewable energy, with almost 3.4 million people employed in research, production, installation and maintenance of solar panels - an increase of 9 per cent from 2016.

As expected, the California Energy Commission passed a first-in-the nation rule Wednesday, mandating that all new homes constructed in the state will be equipped with solar panels. The standards still need approval from the California Building Standards Commission.

California's move to require new homes in the state to have solar panels from 2020 will have a positive net impact on residential solar installations of almost 650 MW from 2020 through 2023. After obtaining favourable results, solar panels should be made mandatory in privately-owned residential and commercial plots.

In a state where climate change mitigation efforts are already squeezing the historic dominance of natural gas, the requirement seeks to cut energy use in new residential buildings by 50%. They would still have to draw some of their electricity from the power grid.

ClearView Energy Partners LLC has predicted a substantial increase in distributed generation's share of the annual power supply given the new building standards, along with a boost for the state's efforts to create more storage to assist grid management.

"That's just going to drive the cost up and make California, once again, not affordable to live", Assemblyman Brian Dahle, the chamber's GOP leader, said Tuesday. GTM also note that their forecasts are a baseline and that there is greater potential available, but it will depend on what size solar addition becomes the norm for new construction and the segment of new houses that are eligible for exemption - those that may simply be incompatible or built in the shade of buildings or trees.

"This is a landmark vote", said David Hochschild, one of CEC's five commissioners who unanimously approved the measure that was part of a revision to California's Building Efficiency Standards, which are updated every three years. The new solar standards apply to apartment buildings under three stories as well as single-family homes. Solar energy is not only cheap, but it is also eco-friendly. "Now, California is taking bold leadership again, recognizing that solar should be as commonplace as the front door that welcomes you home".
