Roque and Bello said an agreement to protect the welfare of Filipino workers in Kuwait would be signed on Friday.
Tension between the two nations escalated following Kuwait's protests against the Philippine Embassy in Kuwait's rescue operations of distressed Filipino workers.
Foreign Affairs Secretary Alan Peter Cayetano and Kuwaiti Deputy Prime Minister and Foreign Minister Sheikh Sabah Khalid Al Hamad Al Sabah signed the "Agreement on the Employment of Domestic Workers" on behalf of their respective countries at the Ministry of Foreign Affairs in Kuwait.
"The diplomats are expected to be released in two to three days", Roque said in a statement sent to media.
Roque said Kuwait agreed to create a special unit within its police force that the Philippine embassy can contact at all hours in cases of complaints by Filipino workers.
Under the model contract, workers would enjoy the following: one day off, a 12-hour sleep or rest period, protection from physical abuse, and the right to a decent meal.

Meanwhile, Congressman Ciriaco Calalang, of Kabayan Party-list, applauded the "good news coming out from Kuwait", but said politicians who had no part in the talks and "only wish to hog the limelight for photo opportunity purposes" should stay away from the signing on Friday.
As of February 2018, remittances from Kuwait amounted to P5.5 billion, according to the Bangko Sentral ng Pilipinas.
