The Toronto centre will be led by Dr Larry Heck, Senior Vice President of Samsung Research America (SRA), and will research core AI technologies in co-operation with major Canadian universities.
The Moscow centre will capitalize on Russia's expertise in fundamental sciences such as mathematics and physics, the company said.
