Vermont's first-in-the-nation program to allow the wholesale importation of low-priced prescription drugs from Canada will need federal approval from skeptical Trump administration officials. But such a program requires federal approval, and that's up in the air. "I'm in favor of doing whatever we can to reduce the cost on Vermonters". The Pharmaceutical Research and Manufacturers of America, a trade group for drug makers, has argued such plans threaten people's health because drug quality can not be assured. And, like Johnson, he says the surest way to resolve the budget impasse is for Scott to sign the spending plan into law.

"In recent weeks, the governor has threatened to veto bills that we believe will go a long way toward making Vermont a better place to live, work, and raise a family", Lauren Hierl, executive director of Vermont Conservation Voters, said at the event. "The last thing we need is open borders for unsafe drugs in search of savings that can not be safely achieved", Azar said according to Politico. A subsequent formal request would need to be submitted to the Department of Health and Human Services by July 1, 2019 for certification. "When everybody takes a step back from the politics, we're quite close to an agreement".

Johnson says the budget passed with overwhelming bipartisan support in both the House and Senate. "The last thing we need is open borders for unsafe drugs in search of savings that can not be safely achieved", HHS Secretary Alex Azar said in a May 14 speech. The state will also need to set up a funding mechanism for the program. Executive Director Trish Riley notes that while nine states have considered such bills, Vermont is the trailblazer by enacting the measure.

Dozens of states across the country are looking for ways to save money on prescription drug costs, including some that suggested importing drugs from Canada, where prescription drugs cost an average of 30 percent less than in the United States.

A $5.8 billion 2019 fiscal year spending plan approved by the Democratic-controlled House of Representatives and State Senate over the weekend would increase total taxes by almost $50 million including $33.4 million in property taxes, according to the Republican governor.

On numerous bills, Scott has said that Vermonters simply can't afford a bigger government and that initiatives meant to make life better for residents will end up hurting businesses, cutting jobs and making things worse.
