Introducing a bill in the Monsoon session of Parliament slated for July to amend the Scheduled Castes and Scheduled Tribe (Prevention of Atrocities) Act, 1989 to overturn the SC order is the second option before the government, the sources said. He also said the state government, working in coordination with the Centre, will file an appeal in the apex court against the order.

Dalit groups had organised protests across the country on April 2 against the alleged dilution of the Act through the March 20 verdict of the Supreme Court. "In Chhattisgarh, it is the responsibility of the government to protect the honour of Scheduled Castes and Scheduled Tribes".

The Centre was forced to file a review petition against the apex court's order after massive protests by dalit groups.

The March 23 circular issued by Additional Director General of Police (Civil Rights) M L Lathar directed district police chiefs and police commissioners to implement the Supreme Court verdict putting restrictions on the arrest of people under the Act.

Modi, while addressing the inauguration of BR Ambedkar memorial in New Delhi on, said he would not allow the Act to be diluted after the Supreme Court laid down new guidelines to prevent the law's misuse.

They said since review pleas may not bear immediate results and the Supreme Court decision could not be favourable, the government is keeping the draft handy. But the chief ministers of the three states were then asked by the BJP top brass to file review petitions in the apex court.

The Congress and IUML, all the friendly parties, including Dravidar Kazhagam, MDMK, VCK, the left parties and the Manithaneya Makkal Katchi, participated in the demonstration led by DMK in front of Valluvar Kottam here on Monday to protest against the dilution of certain provisions of SCST (Prevention of Atrocities) Act.

However, some states said they would file petitions in the Supreme Court challenging its order modifying the SC/ST Act, another official said.

However, legal experts opined that the moment order is signed by the Supreme Court, it becomes a law and States are bound to abide by it.

Senior police officials in the State Police also asserted that no such direction has been issued so far by the State Government.

Reportedly, in BJP ruled Himachal Pradesh and Congress-ruled Karnataka, informal orders were circulated among the police officers to implement the changes in the Act.
