Missing South Carolina 2-Year-Old Found in Northeast Iowa Parents Arrested William and Jessica Ray

They showed up Monday in surveillance images at an Iowa hospital, according to Camden, S.C., police and the National Center for Missing and Exploited Children.

William and Jessica are heavy drug users, police say, and authorities are anxious for Dakota's safety.

According to the Camden Police Department, they may be asking strangers for money.

A two-year-old girl who was allegedly kidnapped by her meth using parents a month ago has been spotted at a hospital in Iowa and could now be in Minnesota, authorities say.

They are thought to be driving a 1996 tan Ford Aerostar, which they may be sleeping in, according to the NCMEC statement. Dakota was removed from her parents care.

The parents are believed to be heavy methamphetamine users and law enforcement is concerned for the child's well being.

Dakota is 2 years old and is 2 feet 6 inches tall and weighs 25 pounds with blonde hair and blue eyes.

"Jessica is described as 5'2" tall, 112 lbs. with long, light brown hair and blue eyes.

William Ray is 44 years old. On April 12, social services placed Dakota with her uncle while they investigated the case. He is 6 feet 1 inches tall and weighs 340 pounds. The parents are not to be in custody of the child based on an "ex parte" order that DSS received. She may be in the company of her father, William Ray and her mother, Jessica Ray.

On April 17, William Ray was spotted inside a North Carolina gas station.
